This workshop will give participants practical tools to solve a case or accumulate valuable evidence to help with prosecution.  Participants will learn how the collected evidence can proved or disprove the allegation and also assist in proving or disproving the suspect’s statement regarding the child’s allegations.

Offender Case Studies from the Arizona I.C.A.C. Task Force

A prominent neuropsychologist: a homeless man in a library: a successful high school history teacher: a nuclear power plant maintenance engineer: and a man who holds the world record for skydiving with his dog: what do each of the aforementioned people have in common?

Each of them is now a convicted Internet sex offender.  The presentation discusses these and other Arizona ICAC Task Force cases and the interesting investigative techniques that led to the apprehension of the offenders for crimes including luring/enticement and possession of unlawful images.  The presentation may be of interest to investigators, prosecutors and probation/parole officers.

A rural jurisdiction 70 miles from D.C. decided to attack the problem of sexual exploitation of children.  They were not able to fund full-time detective for pro-active investigations, they were numerous sex offenders out of compliance with the sex offender registry and the community did not know where to turn for help.  Learn how this small community became a National leader in protecting children online without spending an additional dime.

Working with a Forensic Examiner and Presenting Digital Evidence

Most sexual exploitation cases involve some aspect of digital evidence or the internet.  Often the prosecutor and judges are new to this evolving area of the law.  This workshop will focus on how to prepare a forensic examiner for trial, how to qualify an examiner as an expert and how to present digital evidence to a jury.  

The First Line of Defense – EDUCATION

There are not enough officers and resources to police every chatroom available to our children.  Education is the first and best line of the defense but how do we approach educating children, tweens, teens and parents.  This workshop will focus on effective ways to communicate to these groups and provide attendees with a digital draft presentation that can be presented in their jurisdiction. 

Gaining Cooperation from Non-Offending Parents in Child Sexual Abuse Cases

This workshop will focus on the role of the non-offending parent in sexual abuse cases, identify problems encountered in gaining their support during the investigative process, and discuss their essential role in obtaining cooperation from the child.  This training will cover topics including feelings and reactions by non-offending parents, reasons why a parent might choose to stay with the alleged offender, what agencies can do to gain cooperation from these parents, and questions you might want to ask.

It Takes a Team to Protect a Child – Child Protection Team Investigation Strategies

This is a skills-based workshop wherein participants will learn investigative techniques designed for multidisciplinary team members.  Coordination, intervention, and the importance of collaboration will be stressed.  Attendees will learn to recognize the importance of the Investigative Window of Opportunity and the importance of sharing information among team members.

Show Me the Money:  A Guide to the Grant Application Process

Attendees will learn the basics of applying for federal grants to assist with the development of programs related to child abuse, child exploitation, Internet safety, and similar topics.  This presentation will cover all stages of the grant application process, from searching for funding opportunities to submitting a completed application.  Search methodology, the use of keywords, and dos and don’ts will be discussed.  Attendees will also receive an introduction to searching for grants from states, corporations, and foundations. 

Basic Computer and Internet Forensics for Investigators and Prosecutors

This workshop is for investigators and prosecutors who wish to ensure they have stronger cases by knowing what evidence can be obtained in computer and Internet cases. The instructor believes that it is not only the primary data found that makes the case, but the other collateral data that ensures a quick plea. Defense arguments will be explored, technical terms, software and searching techniques will also be provided. Case studies will be provided using primarily murder and abductions cases as examples.

Training Techniques for Law Enforcement:  Teaching so they Learn

The planning and development of a two-hour or five-day comprehensive training program for law enforcement requires front-end loading and procedures that will maximize the learning experience and outcomes of the conference.  This session will discuss the application of nine “C”s for any program – consensus, communication, cooperation, collaboration, coordination for a common cause, resulting in cases and convictions.  Presenter will also provide an overview of Neuro Linguistic Programming and learning modalities based on left- and right-brain preference.

The workshop will discuss resources that may be made available to the public for Internet safety presentations and seminars.  Speaker will discuss utilizing celebrities, non-profit organizations, and Internet support groups to generate a “safe environment” for teens/tweens.

Case Study:  Timothy Fugit – Victimization Without Physical Contact
Rodney Thompson

Timothy Fugit was a cryptologist with top secret clearance in the U.S. Navy.  Fugit would target kids in chat rooms and befriend minor, pre-pubescent females into giving up personal information before victimizing them.  Through forensic examination, over 100 victims (ages 7-12) could be accounted for during an approximately two week time frame.  Fugit was prosecuted at the state and federal levels.

Profiling of a Sexual Predator
Rodney Thompson

Overview of sexual predators and how they exploit children through the Internet with child pornography, enticement, and social networking sites.  Discussion will cover the three types of sexual predators and where fantasy could turn into reality.

Case Study:  Conn of 100
Michael Harmony

This case study demonstrates cooperation between Internet Crimes Against Children Task Forces in Virginia, Maryland, and Wisconsin.  The suspect was arrested in Virginia, a search warrant was served at his residence in Maryland, and then he skipped parole and re-offended in Wisconsin.  Presenter will discuss prosecution hurdles, jurisdiction issues, state vs. federal prosecution, and the effects of probation and parole jurisdiction issues.

Corroborative Points Investigative Technique

The corroborative points investigative technique is not a departure from, but an addition to the traditional Who, What, When, Where, and Why of an investigation.  It seeks to place the investigator inside the mindset of prosecutors who are required to bolster every statement, element, and point made in the case.  In order to maximize the effectiveness of this interactive session, both investigators and prosecutors are encouraged to attend.

The Role of the U.S. Probation Officer in Sex Offender Management

With the changes in legislation pertaining to sexual offenders and predators, we are all looking to find a way to be able to remain legislatively compliant and not break the budget.  This program will detail a program implemented to save the St. Lucie County Sheriff’s Office money and still be able to comply with legislative requirements.  The growing responsibility of local law enforcement in the management of sexual offenders and predators is causing police departments to come up with funds they just don’t have.  Without compliance the possibility of grant money being taken is the price.  Learn how to utilize programs within your individual police departments that might save you money at the same time remaining compliant.

Working with Yahoo! on Online Child Exploitation Investigations

This presentation provides an overview of how Yahoo! works to deter and detect online child pornography and how Yahoo! works with the National Center for Missing and Exploited Children (NCMEC) to report apparent instances of child pornography.   Also, I will describe many of Yahoo!’s most popular services, the subscriber data and communications available to law enforcement, and the legal process necessary to obtains such data pursuant to the Federal Stored Communications Act.

NLC FEATURED IN WASHINGTON POST BLOG

The NLC was featured in guest blogger Adam Palmer's Weblog at washingtonpost.com.  Adam Palmer is an attorney and an expert in Internet governance, cyber security and e-commerce, as well as a tireless warrior fighting to protect kids from Internet exploitation. As a guest blogger for the Washington Post, Palmer will address his daily work which includes teaching prosecutorial strategies for convicting child predators, particularly producers and consumers of child pornography.

In his initial post, Palmer singled out the NLC for its leadership in supporting and educating prosecutors and law enforcement about this oft-ignored subject.
