The NLC is proud to recognize the efforts of the Dallas Police Department and the SOAP program, which has developed into a nationwide model for effectively monitoring and apprehending sex offenders. The SOAP program works to insure the timely arrest of sex offenders for registration law violations, probation and parole warrants, and arrest warrants. The award was presented to Dallas Police Chief David Kunkle and members of the SOAP program staff by NLC Executive Director Richard Whidden at a ceremony on March 28, 2007. The NLC would like to recognize child defenders across the nation.
